Cabinet Decision No. 13/2013
On the Fees Prescribed for Companies Claiming Health Insurance
The Council of Ministers,
After perusal of the Constitution;
Federal Law No. 1/1972 on the competencies of the Ministries and the Powers of Ministers and its amending laws;
Federal Law No. 8/1984 on Commercial Companies and its amending Laws;
Federal Law No. 6/2007 on the Establishment of the Insurance Authority and Organization of its Operations and its amending Laws;
Cabinet Decision No. 23/2009 on the fees of supervision, control and insurance transactions;
Based on the suggestion of the Minister of Finance and the approval of the Cabinet;
Has decided the following:
Article 1
In the application of the provisions of this Decision, the following terms and expressions shall have the meanings stated beside them, unless the context requires otherwise:
State: The United Arab Emirates State.
Authority: The Insurance Authority established by virtue of the provision of Federal Law no.6 of 2007 on the Establishment of the Insurance Authority and Organization of its Operations and its amending Laws.
Company: The Company managing the Health insurance claims authorized by the Authority to practice the management works of said claims.
Register: The Register of Companies managing the Health insurance claims beside the Authority.
Article 2
The Companies managing the Health insurance claims shall pay the following fees against the services offered thereto:
Service Data
Study of the Company license application - AED 1000
Registration of the Company in the register - AED 7000
Renewal of the Company's registration - AED 4000
Registration of the Company's branch in the register - AED 2000
Renewal of the branch's registration - AED 1000
Notification of the amendment of data in the register - AED 500
Grievance against the refusal of the license application or the registration - AED 2000
Official extract of the registered data - 100
Article 3
The administrative violations and fines for the Companies managing the Health insurance claims shall be defined according to the data stated in the table below:
Violation Description
1- Delay in renewing the Company's registration. Thus, this fine is paid for each delayed month and a fine of maximum (3000) AED for every year. Any delayed part of the month is considered as a full month - AED 300
Delay in renewing the branch's registration. Thus, this fine is paid for each delayed month and a fine of maximum (1000) AED for every year. Any delayed part of the month is considered as a full month - AED 100
Delay in the notification of the amendment of the Company's data in the register. Thus, this fine is paid for each delayed month and a fine of maximum (1000) AED for every year. Any delayed part of the month is considered as a full month - AED 100
Article 4
The fees mentioned in this decision shall be collected through the means defined, for said matter, by the Ministry of Finance.
Article 5
The Chairman of the Board of Directors of the Authority shall issue the necessary procedures to implement this Decision, in coordination with the Minister of Finance.
Article 6
Every provision contradicting or contravening with the provisions hereof shall be abrogated.
Article 7
This Decision shall be published in the Official Gazette and shall come into force after sixty days from the date of issuance thereof.
