
Saudi Arabia Strengthens Labour Inspection Rules, Expands Legal Powers for Repeat Violations
New MHRSD regulations reinforce Labour Law enforcement, allowing repeat inspections and immediate penalties; aims to protect employees’ legal rights and hold employers accountable.

The Saudi Arabian Ministry of Human Resources and Social Development (MHRSD) has rolled out enhanced labour inspection regulations aimed at tightening compliance with Labour Laws and safeguarding employees’ legal rights. The new rules give inspectors authority to make repeat visits to workplaces that frequently or severely violate regulations.
Under the revised framework, employers found in breach will receive electronic warnings and must rectify violations within three working days. Failure to do so leads to formal documentation and penalties, aligned with the Ministry’s official violation schedule.
Employers are also required to submit supporting documentation related to the violations via official channels within the same timeframe. Non-compliance may trigger legal action.
These updated regulations aim to enhance workplace safety and accountability. Inspectors are now authorised to examine work equipment, facilities, and health and safety protocols, ensuring that occupational standards are upheld.

The Ministry stated the reforms are part of a broader strategy to create safer, legally compliant workplaces across sectors in Saudi Arabia.
