The UAE has officially lifted its conditional ban on drones for individual users, effective January 7, 2025. The decision, announced by the Ministry of Interior in collaboration with the General Civil Aviation Authority (GCAA), the National Emergency Crisis and Disaster Management Authority (NCEMA), and other authorities, introduces a clear regulatory framework for safe drone operations while promoting innovation and enhancing community safety.
The new regulations are governed under Federal Decree-Law No. 26 of 2022, which ensures the safe and secure use of unmanned aerial systems (UAS) while protecting airspace integrity and addressing privacy concerns. This framework includes:
Air Navigation Services: Regulations for managing air navigation services for unmanned aircraft.
Standardized Procedures: Systems and procedures to minimize risks associated with drone operations.
Entity Responsibilities: Clear definitions of the roles and competencies of relevant organizations.
Drone users are divided into two categories:
Individual Users:
Recreational drone enthusiasts who operate UAVs for personal leisure or as a hobby.
Organizations and Operators:
Entities using drones for commercial or non-commercial purposes.
Recreational users must adhere to specific rules and guidelines, including:
Registration: All drones must be registered with the GCAA before operation.
Weight Limit: UAVs must weigh no more than 5 kilograms.
Approved Zones: Drones can only be flown in designated green zones indicated in the "My Drone Hub" app.
Operational Times: Drones may only be used during daylight hours and under good weather conditions.
Purpose: UAVs can only be used for recreational purposes, not for commercial activities.
To ensure safe drone operations, users must:
Pre-Flight Inspection: Check the UAV for any issues before flight and follow the manufacturer’s instructions.
Line of Sight: Maintain a direct line of sight with the drone at all times, with a maximum altitude of 400 feet.
Restricted Areas: Avoid flying near public or private property, within 5 kilometers of airports, heliports, airfields, or controlled zones.
Radio Control Link: Maintain a direct radio connection and adhere to specific frequency restrictions.
Privacy Compliance: Use cameras only in approved zones and ensure compliance with privacy laws.
The Unified National Drone Platform has been launched to streamline registration and operational processes. This initiative aligns with the UAE's broader "We the UAE 2031" vision, which aims to foster innovation and improve quality of life while ensuring safety and environmental responsibility.
The lifting of the conditional ban reflects the UAE’s commitment to advancing drone technology responsibly. By adhering to these regulations, drone enthusiasts can safely enjoy their hobby while contributing to a secure and innovative environment.
