
Dubai Police Arrest Three Women Over Illegal Cosmetic Procedures in Apartment
Unlicensed medical practice uncovered in joint operation with Dubai Health Authority; authorities warn of serious health risks

Dubai Police have arrested three women for illegally practicing medicine and conducting cosmetic procedures without a licence inside a residential apartment.
The Anti-Economic Crime Department, working in coordination with the Dubai Health Authority (DHA), carried out the arrests following a tip-off about suspicious activities at the location. After confirming the information, officers raided the premises, seizing medical equipment and unlicensed drugs.
Police said the illegal operations posed a grave threat to public safety and violated UAE laws, including Federal Law No. 5 of 2019 on the Practice of Human Medicine and Dubai Executive Council Resolution No. 49 of 2024.
Under Article 25 of the federal law, unlicensed medical practice carries imprisonment and/or fines ranging from Dh200,000 to Dh2 million, along with licence revocation, removal from the professional registry, and possible facility closure.
Operating from an unlicensed facility in Dubai also attracts an administrative fine of Dh20,000 under the emirate’s regulations. Broader federal amendments impose fines of Dh50,000-Dh100,000 for unlicensed healthcare practice, with potential jail terms and closure orders for facilities.
The suspects have been referred to the Public Prosecution for legal proceedings.
Authorities stressed that undergoing medical or cosmetic treatments in unlicensed locations endangers the health and safety of clients. Dubai Police urged residents to seek services only from licensed facilities, verify practitioners’ credentials, and avoid offers that could jeopardise their wellbeing.
The public is encouraged to report illegal medical practices via the “Police Eye” service or by calling 901. Police reaffirmed their commitment to combating unlicensed medical activities and ensuring community safety.
