UAE Private Tutor Permit: A Guide to Eligibility, Required Documents and Application Process for Legal Private Tutoring

The UAE's official private tutor permit allows eligible residents, students and teachers to offer private tuition legally.

Individuals wishing to provide private tuition in the UAE, whether as a full-time profession or to earn additional income, can do so legally by obtaining an official Private Tutor Permit. The permit allows eligible applicants to offer tutoring services either online or in person to individuals or groups across the country.

Introduced in 2023 by the Ministry of Education in collaboration with the Ministry of Human Resources and Emiratisation (MoHRE), the initiative aims to regulate private tutoring outside formal educational institutions while curbing unlicensed coaching activities. The permit also creates opportunities for qualified individuals to contribute to the education sector through authorised private tuition.

Eligibility and Required Documents

The documents required depend on the applicant's category.

University and school students are eligible to apply by submitting proof of their student status. School students must also provide their latest school certificate, along with written consent from a parent, guardian or custodian. Applicants in this category must also submit a Certificate of Good Conduct, a medical fitness certificate, a valid passport, residency visa and Emirates ID, an approved Private Tuition Agreement, and a recent colour photograph with a white background.

Unemployed residents can also obtain the permit by providing their latest educational certificate, a Certificate of Good Conduct, a medical fitness certificate, a valid passport, residency visa and Emirates ID, an approved Private Tuition Agreement, and a recent passport-sized colour photograph with a white background. An experience certificate may also be submitted where available.

Employees working in sectors other than education are required to submit their latest educational certificate, a Certificate of Good Conduct, a medical fitness certificate, a valid passport, residency visa and Emirates ID, an approved Private Tuition Agreement, and a recent colour photograph. They must also obtain a No Objection Certificate (NOC) from their employer, while an experience certificate may be included if available.

Teachers employed in public or private schools must meet similar requirements. In addition to their educational qualification, Certificate of Good Conduct, medical fitness certificate, passport, residency visa and Emirates ID, they must submit an approved Private Tuition Agreement, a recent colour photograph, an experience certificate where applicable, and a No Objection Certificate from their employer.

Application Process

Applications can be submitted through the MoHRE website or mobile application. Applicants should access the Services section and search for the Private Tutor Licensing service before selecting "Start Service".

After entering their Emirates ID number, applicants must complete verification using the one-time password (OTP) sent to their registered mobile number. They should then select the relevant applicant category, upload the required documents, download and sign the Code of Conduct, upload the signed document, and submit the application.

Processing Time and Validity

There is currently no fee for applying for a UAE Private Tutor Permit. Applications are generally processed within two working days. Once approved, the permit is valid for two years, enabling tutors to legally offer private tuition services throughout the UAE.
