Kuwait Detects Over 600 Donation Violations in Early Ramadan

Crackdown targets unlicensed fundraising, illegal adverts, and digital violations amid heightened legal oversight

month of Ramadan, uncovering more than 600 violations of donation-raising laws in just the first half of the month. The move is part of Kuwait’s efforts to maintain transparency, uphold legal regulations, and ensure proper use of charitable contributions.

The Ministry of Social Affairs, in collaboration with other state bodies, identified multiple instances of illegal online campaigns, unlicensed charitable advertisements, and unauthorised street solicitations.

Breakdown of Violations and Legal Actions

  • 41 illegal donation advertisements violating charitable guidelines

  • 16 violations tied to unauthorized charity organizations

  • 8 individuals and groups caught promoting donations via street ads

  • 233 unlicensed clothing donation booths flagged for removal by the Kuwait Municipality

  • 24 restaurants and companies were collecting funds via social media without proper approval

  • 22 unauthorized fundraising websites reported to the Communications and Information Technology Regulatory Authority (CITRA)

  • 6 violations inside mosques, including unlicensed donation boxes and fundraising ads

  • One unlicensed donation box was seized and reported to the Ministry of Waqfs and Islamic Affairs

The Ministry of Commerce and Industry has been informed to take legal action against restaurants and companies that violated the charitable donation law, while additional investigations are ongoing.

Legal experts and attorneys in Kuwait have emphasized the seriousness of these violations, highlighting that unlicensed donation activities can lead to fines, business penalties, or even criminal prosecution under Kuwait’s charity regulation laws.

These inspections reflect a broader legal update by Kuwaiti authorities aimed at tightening the oversight of fundraising practices—particularly during Ramadan, a peak period for charitable giving.
