
UAE Employers Urged to Follow Four Key MoHRE Guidelines When Choosing Worker Insurance to Ensure Uninterrupted Care
The Ministry of Human Resources outlines essential principles to boost job satisfaction, protect workers and support business continuity.
The Ministry of Human Resources and Emiratisation (MoHRE) has announced four crucial rules that employers must consider when selecting health insurance for their workers, underscoring that thoughtful choices in this area directly underpin workforce stability, operational continuity and a healthy, sustainable work environment.
According to the Ministry, employers must first ensure that any health insurance policy genuinely covers basic healthcare needs. Beyond core medical coverage, the approval process for treatments should be transparent and efficient so as to avoid unnecessary delays in care. Equally important is easy access to a broad medical network and healthcare facilities that are conveniently located near workers’ places of residence or employment. The Ministry also stressed that policy terms must be clear and understandable to guarantee uninterrupted access to healthcare services throughout the policy period.
In an official report published on its digital platform, MOHRE noted that adherence to these four pillars enhances worker safety and job satisfaction, supports sustained productivity and reduces complications associated with delayed treatment.
The Ministry emphasised the need for employers to strike a careful balance between service quality, comprehensive coverage and responsiveness, in a way that serves the interests of both employees and businesses alike.
MoHRE also highlighted that the Basic Health Insurance Package offers broad healthcare coverage for private-sector and domestic workers as part of a system designed to elevate quality of life and strengthen job stability. By providing health insurance at a cost substantially lower than direct treatment expenses, the package reduces the financial burden on employers while enhancing the competitiveness of the UAE labour market through stronger health and social protection and a safer, more sustainable work environment.

Clarifying key details, MoHRE said the Basic Health Insurance is specifically designated for domestic workers and private-sector employees. The scheme currently covers 380 healthcare providers across the UAE, up from 100 previously, ensuring wider access to services and a broader scope of medical coverage.
The annual cost of the package is Dh320, with the policy valid for two years. Importantly, employers can obtain a refund of the second-year fee if the worker’s permit is cancelled during the first year, further easing the financial burden on businesses.
The package includes a range of essential health benefits: treatment for chronic diseases with no waiting period, emergency care, general healthcare services, ambulance and transport services, telehealth support, medical consultations and free laboratory services through Nofitias.
MOHRE concluded by encouraging both employers and workers to take full advantage of the Basic Health Insurance Package, saying it strengthens the competitiveness of the UAE labour market and supports an integrated, resilient health protection system for all.
