
Oman Advances AI-Driven Legal Transformation at Legal Tech Summit 2026
Government, judiciary, and tech leaders converge in Muscat to modernize Oman’s legal ecosystem through AI, innovation, and regulatory reform.
Oman took a decisive step toward modernizing its legal system as more than 500 government officials, judiciary representatives, policymakers, compliance professionals, and technology innovators gathered to explore AI-driven legal services, regulatory transformation, and digital innovation at the Oman Legal Tech Summit 2026. The summit highlighted the Sultanate’s drive to build a future-ready, technology-enabled legal ecosystem under the strategic framework of Oman Vision 2040.
The event was held at the Sheraton Hotel, Muscat, under the patronage of Salim Muslem Ali Qatan, Vice Chairperson of the State Council of Oman. Presented by HAQQ Legal AI in strategic partnership with the Ministry of Justice and Legal Affairs, the summit convened participants to discuss legal innovation, AI governance, regulatory transformation, and the practical integration of technology in legal services.
The summit opened with discussions on the future of law in the digital age, emphasizing regional and global perspectives. Sessions focused on AI applications in law, regulatory frameworks, legal tech implementations, automation in compliance, and RegTech solutions in banking. In his inaugural speech, Said Salam Al Amri described the summit as a platform for sharing regional and international experiences and innovations aimed at enhancing institutional performance and creating a flexible legal environment capable of adapting to rapid technological changes.
Dr. Mohammed Abdallah Said Al Jahwari, Senior Legal Researcher at the Supreme Judicial Council and Visiting Professor of Public Law, highlighted the governance challenges of AI, asking whether artificial intelligence represents a foundation for collective efficiency and swift justice or a potential source of manipulation and legal loopholes. Abbas M. Kabalan emphasized that Legal AI should strengthen professional judgment rather than replace it, stressing responsible adoption over disruption.
A panel on “Oman Vision 2040 – The Legal Framework for Innovation” explored legal reforms that support digital transformation, with an emphasis on public-private partnerships as key drivers for modernization. High-impact discussions also examined strategies for unlocking sovereign intelligence, future-proofing legal departments, and developing teams equipped to operate in a digital-first legal environment.
A major highlight was the signing of a strategic pact between Oman National Engineering and Investment Company (ONEIC) and HAQQ Legal AI to develop locally aligned legal tech solutions and empower responsible AI integration in judicial, regulatory, and legal operations. The agreement underlines Oman’s commitment to building a digital-first legal ecosystem.
The summit further featured expert-led workshops designed to provide actionable insights for legal professionals and regulators. Sessions explored the concept of the tech-enabled legal department of the future, highlighting how digital tools can streamline operations and improve efficiency. Participants also examined innovation across industries and its implications for legal services, discussing how emerging technologies are reshaping legal practices and compliance requirements. Other workshops focused on RegTech for proactive compliance in both public and private sectors, emphasizing the role of technology in anticipating and managing regulatory obligations. Additionally, sessions on demystifying AI for the legal industry addressed critical issues of trust, governance, and adoption, equipping attendees with practical guidance for integrating artificial intelligence into legal operations while maintaining integrity and ethical standards.
