S. Arabia to Reward Whistleblowers With up to 25% of Municipal Violation Fines

New regulation empowers citizens to act as certified monitors, strengthening community participation in maintaining cleaner, safer urban environments.

The Saudi Ministry of Municipalities and Housing has introduced a mechanism to grant financial rewards to individuals who report violations under the Municipal Penalties Regulations. Whistleblowers may receive up to 25 per cent of the total value of the violation, depending on factors such as the seriousness of the offence, the difficulty in detecting it, and the effort involved in reporting it.

 

The ministry said the system operates within a strict governance framework to ensure transparency, prevent duplicate reports, and maintain the accuracy of information. The move forms part of a wider initiative aimed at empowering the municipal sector, enhancing community oversight, and improving the urban environment across Saudi cities.

 

The initiative builds on the ministry’s “Certified Monitor” programme, which allows community members to be trained and qualified to identify and report municipal violations. Interested individuals can register via the “Baladi” platform and complete an accredited training course that enables them to participate officially in monitoring activities.

 

According to the ministry, the programme reinforces community engagement by instilling a culture of shared responsibility in protecting public spaces and promoting compliance with municipal standards. It also supports national goals of creating organised, aesthetically pleasing cities and improving the overall quality of municipal services.

 

The Cabinet had earlier approved the incentive-based reward system as part of ongoing efforts to strengthen municipal governance and foster collaboration between authorities and the public in maintaining a clean, safe, and sustainable urban landscape.
