As of January 1, 2025, all private sector employees and domestic workers across the UAE are required to have basic health insurance. This policy extends coverage beyond Abu Dhabi and Dubai to the Northern Emirates, including Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah, and Fujairah.

Policy Overview


The Ministry of Human Resources and Emiratisation (MOHRE), in collaboration with the Federal Authority for Identity, Citizenship, Customs, and Port Security (ICP), the Ministry of Health and Prevention (MOHAP), and key insurance companies, introduced this initiative to ensure healthcare access for all workers.

Who is Covered?

  • Private Sector Employees: All employees across all emirates.

  • Domestic Workers: Coverage includes all domestic workers employed in the UAE.

  • Dependents: Family members can be added to the policy with similar benefits and pricing.

Employer Obligations


Employers must purchase health insurance policies for their employees as a prerequisite for issuing or renewing residency permits. Policies are available through the DubaiCare Network or other accredited providers.

Cost and Coverage Details

 

  • Annual Cost: AED 320, covering pre-existing conditions without a waiting period.

  • Validity: Two years, with a refundable second-year premium if the visa is canceled.

  • Coverage Caps:

    • Inpatient: 20% co-payment capped at AED 500 per visit, AED 1,000 annually.

      • Outpatient: 25% co-payment capped at AED 100 per visit, with no co-payment for follow-ups within seven days.

      • Medications: 30% co-payment capped at AED 1,500 annually.

Benefits for Employees

  • Improved Healthcare Access: Ensures essential medical services.

  • Financial Protection: Reduces out-of-pocket expenses for employees and their families.

  • Enhanced Health System: Supports a robust national health database.

Exclusions in Basic Health Insurance


The policy does not cover the following:

  • Cosmetic treatments

  • Pregnancy and childbirth

  • Dental care

  • Mental health treatments (except emergencies)

  • Smoking cessation programs

  • Vision correction surgeries

  • Obesity-related treatments

Transition and Implementation


Workers with valid permits issued before January 1, 2025, are exempt until their permits come up for renewal. Employers must ensure compliance upon renewal.

How to Obtain the Policy


Employers can purchase the policy online through the DubaiCare Network, the Insurance Pool website, or business service centers.

This initiative marks a significant step towards ensuring universal health coverage for all workers in the UAE, promoting better health outcomes and financial security.
