In a move to enhance building safety and protect property investments, the Abu Dhabi government has launched a new certificate programme aimed at improving building quality and reducing maintenance costs.

The Building Occupancy and Legalisation Certificate Programme is designed to ensure regulatory compliance, which will increase property values and safeguard long-term investments. By implementing precautionary maintenance schedules, the programme aims to extend the design life of buildings, thereby reducing the need for costly emergency repairs.

 

This initiative is expected to improve residents' quality of life by ensuring adherence to construction regulations, fostering a transparent legal environment, and supporting sustainable construction practices. The programme will also help reduce buildings' environmental impact and streamline real estate transactions.

 

Programme Implementation Stages:

The programme will be rolled out in three phases. The first stage involves issuing a Conditional Occupancy Certificate, which focuses on compliance with key safety standards such as fire safety, gas installations, structural integrity, elevator safety, and child protection. During this phase, buildings will be exempt from certain requirements, allowing them time to transition to full compliance.

 

Existing residential villas are largely exempt from the full occupancy certificate requirements, except for villas that have exceeded their design life and pose safety risks. This flexible approach allows property owners to address unique challenges based on their buildings' specific needs.

 

Through this programme, Abu Dhabi aims to promote safer and more sustainable building practices while cutting long-term costs for property owners.
