Dubai Courts Record 103% Case Clearance Rate in H1 2025, Surpassing Registrations, Setting New Benchmarks

Courts of First Instance report faster judgments and higher accuracy, reinforcing Dubai’s vision as a global leader in judicial excellence.

The Dubai Courts of First Instance have achieved a remarkable milestone by clearing more cases than were filed during the first half of 2025, posting an impressive 103 per cent clearance rate. This achievement, which outpaces the 93 per cent clearance rate recorded during the same period in 2024, underscores Dubai’s commitment to judicial innovation and efficiency.

 

At a comprehensive performance review meeting chaired by Judge Khaled Yahya Al Hosani, Head of the Courts of First Instance, the results were examined as part of ongoing efforts to monitor and enhance strategic performance indicators. The discussion focused on overcoming challenges, implementing proactive measures, and further strengthening Dubai’s position as a global hub for judicial excellence.

 

Between January and June 2025, a total of 35,051 new cases were registered, while 36,076 were resolved. The improvements were reflected across all court specialisations:

 

  • Personal Status Court: Clearance rate rose from 72% to 95% (2,025 of 2,636 cases cleared).

  • Real Estate Court: Exceptional surge from 77% to 133% (991 cleared vs 743 registered).

  • Commercial Court: Improved efficiency from 67% to 112% (4,931 cleared vs 4,418 registered).

  • Civil Court: Increased from 89% to 99% (2,904 cleared vs 2,948 registered).

  • Criminal Court: Rose from 88% to 103% (20,805 cleared vs 20,184 registered).

 

Judge Khaled Yahya Al Hosani attributed these results to a steadfast commitment to the principle of swift justice, saying:


“We will continue to enhance performance by adopting advanced digital solutions and periodic updates, ensuring we remain aligned with global judicial developments. These efforts reflect the efficiency and reliability of Dubai’s judicial system and our future-oriented vision.”

 

The meeting also reviewed the Judgment Accuracy Index, with notable improvements: Commercial Court (from 88% to 91.4%), Civil Court (88.5% to 93.4%), Real Estate Court (80% to 88.2%), and Labour Court (90.4% to 94%). Overall accuracy improved slightly from 89% to 89.4%, highlighting continued focus on quality rulings.

 

Digital transformation also played a pivotal role. During H1 2025, judicial enforcement operations maintained a 100% completion rate, executing 568,883 enforcement applications out of 568,678 submissions. Initiatives such as the Digital Enforcement Monitor, smart case scheduling, and infrastructure enhancements further strengthened operational flexibility.

 

Additionally, significant reductions in case duration were recorded:

 

  • Personal Status Court cut the average time to judgment from 91 days in 2024 to 57 days in 2025 (from registration).

  • Labour Court reduced time to judgment from the first hearing from 52 days to 26 days.

 

With an active caseload of just 4,928 pending cases, Dubai’s Courts of First Instance continue to advance their strategic vision: “Pioneering Justice for a Global City.”
