In a move reflecting Dubai’s commitment to building a robust and forward-looking legislative ecosystem, the Supreme Legislation Committee (SLC) and the Dubai Judicial Institute (DJI) have jointly launched a specialised ‘Legislative Drafting’ programme accredited by the National Qualifications Center under the Ministry of Higher Education and Scientific Research.

The initiative aims to equip legal professionals with advanced drafting skills, ensuring compliance with UAE national qualification standards and strengthening the emirate’s leadership in legislative innovation.

The programme is part of a memorandum of understanding signed by Ahmad Bin Meshar, Secretary General of SLC, and Judge Dr Ebtisam Ali Al Badwawi, Director General of DJI. The agreement underscores both institutions’ shared goal of enhancing national competencies in legislative drafting in line with Dubai’s strategic vision for governance and sustainable development.

Designed to meet the practical needs of government entities, the training provides participants with comprehensive legal and technical knowledge through both theoretical and hands-on learning modules.

Ahmad Bin Meshar said, “We take great pride in this strategic partnership with DJI, marking the start of a transformative journey to strengthen the expertise of legal professionals across government sectors. By sharing our extensive experience in legislative development, we aim to enrich legal knowledge and build a legislative infrastructure that meets current needs while anticipating future challenges.”

Judge Dr Ebtisam Ali Al Badwawi highlighted that the partnership embodies Dubai’s vision of creating a flexible and modern legislative framework. “At DJI, we are proud to partner with SLC to build a comprehensive curriculum that ensures consistency, clarity, and excellence in legislative drafting -- a reflection of Dubai’s progressive vision and its commitment to judicial and legislative distinction,” she said.

This collaboration marks a significant step towards developing advanced training programmes based on best international practices in legislative drafting. It also reaffirms both entities’ commitment to institutional cooperation and knowledge exchange, contributing to Dubai’s ongoing pursuit of excellence in governance and legal innovation.
