
Dubai Issues Law No. (6) of 2026 Regulating Administrative Violations and Penalties
New legislation sets a unified framework for classifying violations and imposing administrative measures across government entities.
His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the United Arab Emirates and Ruler of Dubai, has issued Law No. (6) of 2026 governing administrative violations, penalties and related measures in the emirate.
The law establishes a binding legal framework for government entities to regulate administrative violations and penalties while reinforcing transparency, fairness, accountability and legality in enforcement. It seeks to ensure that administrative action protects rights and freedoms, safeguards public services and serves the broader interests of society.
The legislation also regulates the imposition of penalties to prevent the misuse of authority, encourage compliance with laws and regulations, and strengthen deterrence against actions that threaten public safety and security.
Administrative violations must be clearly defined in legislation issued by the competent authority. They will be classified as minor, moderate or serious to guide the selection of appropriate penalties and clarify obligations for individuals and entities.
The law introduces rules governing administrative measures to ensure proportionality, fairness and transparency.
Measures must be linked to a specific violation and reflect its severity and impact on public services. Authorities must also consider aggravating or mitigating factors, including repeated violations, intent, negligence, the extent of harm caused and whether corrective action was taken promptly.
Government entities may impose several administrative measures, including warnings to rectify violations, temporary closure of establishments for up to six months, permanent closure, cancellation or modification of licences and permits, and the temporary or permanent suspension of projects, activities or transactions related to the violation.
Procedures for Enforcement
The law sets out procedures to ensure fairness in enforcement. Competent authorities must obtain approval from their Director General before publishing violations, while public announcements require coordination with the Government of Dubai Media Office.
The Chairman of The Executive Council of Dubai will issue implementing decisions, including procedures for publishing violations. Any provisions in other legislation that conflict with the new law will be annulled.
The law comes into force upon publication in the Official Gazette, introducing a clearer and more structured framework for administrative enforcement in Dubai.
