
FBI’s Most Wanted Cindy Rodriguez Held in India After Global Manhunt
The Texas Mother was traced through an INTERPOL Red Notice; investigators allege years of abuse and shocking neglect of her six-year-old son Noel.

For nearly two years, Cindy Rodriguez Singh eluded authorities, moving across borders in an effort to escape prosecution for a crime that horrified her Texas community.
The 40-year-old mother, accused of killing her six-year-old son Noel Rodriguez Alvarez, was on the FBI’s “Ten Most Wanted Fugitives” list. Following a coordinated international operation, she has been arrested in India and returned to the United States to face trial.
Noel’s case dates back to October 2022, when the child -- who suffered from chronic lung disease and relied on oxygen therapy -- disappeared from his home in Everman, Texas. Singh gave conflicting accounts of his whereabouts, at one point claiming he was with his biological father in Mexico.
In March 2023, police carried out a welfare check but found Noel missing. Two days later, Singh, her Indian-origin husband Arshdeep Singh, and six of her other children boarded a flight to India without Noel.
Investigators uncovered disturbing allegations during their probe. Witnesses said Singh described Noel as “evil” or “possessed,” and feared he might harm her newborn twins. Reports of abuse surfaced, including claims she starved the boy, denied him water, and even hit him with keys when he attempted to drink. In one shocking statement, she allegedly claimed she had “sold” him.
By October 2023, authorities charged Singh with capital murder in Tarrant County, Texas, followed by a federal warrant for Unlawful Flight to Avoid Prosecution. INTERPOL issued a Red Notice in October 2024, escalating the global search. In July 2025, the FBI placed Singh on its “Ten Most Wanted” list and raised the reward for her capture from $25,000 to $250,000.
