Hajj, the sacred pilgrimage to Mecca and one of the five fundamental pillars of Islam, is performed annually during designated days of the Islamic lunar calendar, referred to as Anno Hegirae (AH). The upcoming Hajj season, 1447 AH (corresponding to 2026 AD), is expected to draw thousands of UAE citizens. Recognising this, the UAE’s General Authority for Islamic Affairs, Endowments, and Zakat (Awqaf) has introduced a two-pronged initiative: a stricter accreditation system for Hajj campaign operators and a streamlined digital registration process for citizens.

 

UAE Introduces Revamped System to Elevate Hajj Pilgrimage Standards

The new regulatory system to select and accredit Hajj campaign operators for the 1447 AH (2026) pilgrimage season is part of the UAE’s broader initiative to enhance the quality, safety, and efficiency of services offered to pilgrims—reflecting a proactive response to concerns raised in previous Hajj seasons.

 

The revised framework introduces stringent evaluation criteria for Hajj tour operators, including:

  • Service quality benchmarks based on past performance
  • Financial and administrative readiness
  • Diversity of service packages tailored to various pilgrim needs
  • Adherence to official timelines and regulations
  • Results from the 1446 AH (2025) performance evaluations

Only operators who meet these standards will be authorised to organise Hajj journeys from the UAE. Awqaf emphasised that the new selection model is designed not only to improve operational standards but also to encourage competition among campaign providers, ultimately benefiting the pilgrims through better cost-value and support services.

 

The announcement follows a coordination meeting held between Awqaf and licensed Hajj and Umrah campaign organisers. During the session, operators were briefed on the new system’s expectations—highlighting a shift towards a performance-driven, transparent accreditation process. Authorities will prioritise campaigns that offer well-structured programmes, cater to diverse demographics (including the elderly and differently-abled), and demonstrate logistical and ethical responsibility.

 

This reform is critical, as only accredited Hajj campaigns are legally authorised to facilitate pilgrimages from the UAE. It reflects the country's commitment to safeguarding its pilgrims, ensuring religious rites are performed smoothly, and aligning with Saudi Arabia’s quota and compliance protocols.

 

Registration for Hajj 2026: How UAE Citizens Can Apply and Prepare

In parallel with the regulatory upgrade, the UAE has confirmed that citizen registration for Hajj 2026 will open in September 2025. The registration process will be managed exclusively through Awqaf’s official digital platforms, ensuring transparency, fairness, and ease of access.

 

Who Can Apply?

  • Only UAE citizens are eligible to register through the national Hajj platform.
  • Priority will be given to those who have not previously performed Hajj, in accordance with the principles of fairness and spiritual obligation.
  • Applicants must meet eligibility criteria which will be detailed closer to the registration window—including health requirements and age limits as per Saudi guidelines.

  • Visit Awqaf’s official website or mobile application once the registration portal opens in September.
  • Fill in all required personal, health, and identification details.

Awqaf has also warned against engaging with unregistered or unofficial Hajj organisers, emphasising that only campaigns approved under the new system will be legally permitted to operate.
