Ex-Leader Faces Charges of Crimes Against Humanity Over Deadly ‘War on Drugs’

Former Philippine President Rodrigo Duterte has been arrested on an International Criminal Court (ICC) warrant for alleged crimes against humanity linked to his controversial “war on drugs”, which led to the deaths of an estimated 30,000 people.

The arrest comes after years of calls for justice from families of victims and human rights organizations, urging Duterte’s immediate surrender to the ICC for prosecution.

The ICC’s Case Against Duterte

The International Criminal Court has accused Duterte of orchestrating a campaign of extrajudicial killings during his tenure as both mayor of Davao City (1988-2016) and President of the Philippines (2016-2022).

The ICC’s warrant alleges that:

  • Thousands of suspected drug users and dealers were killed without due process.

  • Police raids and street executions targeting suspected drug users and small-time dealers.

  • Unverified “kill lists”, where names were allegedly added based on anonymous tips.

  • Widespread impunity, with officers rarely facing consequences for killings.

While the government claimed the war on drugs reduced crime, human rights groups, including Amnesty International and Human Rights Watch, condemned it as a campaign of state-sanctioned murder.

Families of Victims Demand Justice

Following Duterte’s arrest, families of victims have called for his immediate transfer to ICC custody, fearing that local authorities may shield him from prosecution.

“Justice has been delayed for years. We demand his expeditious surrender to the ICC,” said a spokesperson for Rise Up for Life and for Rights, a group representing families affected by Duterte’s drug war.

Duterte’s Defense and Political Fallout

Duterte has denied all charges, arguing that his war on drugs was necessary to combat rampant narcotics use in the Philippines. His legal team has vowed to challenge the ICC’s jurisdiction, as the Philippines withdrew from the ICC in 2019.

His arrest has also divided Philippine politics, with his allies claiming it is politically motivated, while human rights advocates celebrate it as a step toward accountability.

Duterte’s extradition to The Hague now depends on the Philippine government’s cooperation with the ICC. If transferred, he would face a trial for crimes against humanity, which could lead to a lengthy prison sentence if convicted.
