Saudi Arabia Launches Unified Framework to Streamline Operations in General Courts

New judicial reforms aim to speed up litigation, strengthen procedural efficiency and improve the quality of court judgments.

Saudi Justice Minister Walid Al-Samaani has inaugurated a unified framework for general courts during a visit to the Riyadh General Court, marking a new phase in the Kingdom’s ongoing judicial modernisation efforts.

The initiative introduces a range of operational and procedural reforms intended to shorten litigation timelines, improve court performance and enhance the quality of judicial outcomes. The framework also seeks to strengthen institutional efficiency across general courts through standardised systems and governance measures.

As part of the rollout, the minister reviewed several development projects linked to the framework, including new mechanisms for case management and case preparation, wider use of written pleadings and preparatory hearings, and expanded functions for judicial support centres.

The reforms are aimed at reinforcing institutional justice, aligning court operations with evolving legislative and regulatory developments, and supporting faster delivery of justice.

Saudi authorities said the unified framework is designed to raise institutional maturity across general courts while improving procedural reliability and operational consistency. The model is built around governance, judicial specialisation and standardised procedures, alongside greater integration of digital technologies and artificial intelligence to support auxiliary judicial functions and court processes.
