UAE Updates Legal Framework for Chambers of Commerce to Boost Growth

Federal Decree-Law modernises Chambers of Commerce and Industry, strengthening governance, and support for commercial and industrial sectors.

The UAE Government has issued a Federal Decree-Law amending certain provisions of Federal Law No. (22) of 2000 on the UAE Union of Chambers of Commerce and Industry.

 

The legislative changes aim to modernise the legal framework governing the Federation, reinforce its role in supporting commercial and industrial sectors, and enhance its contribution to the national economy in line with the UAE’s strategic objectives.

 

Under the new law, the Union’s official name is now the “Emirates Union of Chambers of Commerce and Industry”, reaffirming its comprehensive federal mandate and unifying its institutional identity to meet future requirements and strengthen the UAE’s position within regional and global economic ecosystems.

 

To enhance institutional efficiency, the General Assembly has been abolished, while the Board of Directors is now the Union’s supreme authority. The Board is responsible for shaping general policies, approving strategic and operational plans, endorsing budgets and organisational regulations, and proposing accession to relevant international agreements and treaties.

 

The Board also gains the authority to establish branches or offices of the Union within or outside the UAE, expanding its presence and representation in commercial and industrial sectors both nationally and internationally.

 

The Decree-Law further defines the powers of the Chairman of the Board, including proposing policies and strategic plans, overseeing the implementation of Union activities, approving administrative and financial structures, and issuing decisions to ensure effective institutional performance.

 

These amendments reflect the UAE’s commitment to a dynamic and competitive business environment, reinforcing its position as a leading regional hub for trade and industry capable of adapting to global economic developments and driving sustainable economic growth.
