UAE Slashes Bureaucracy in Foreign Education Qualification Recognition

MoHESR reduces required documents by 70%, enhances digital services and boosts integration with scholarship bodies

In a significant move to streamline academic progression for students, the Ministry of Higher Education and Scientific Research (MoHESR) in the UAE has announced a major overhaul of its foreign education qualification recognition process under Ministerial Resolution No. (34) of 2025.

 

The revamped system reduces the number of required documents from 14 to just four — a 70% cut in bureaucracy — aligning with the government’s Zero Bureaucracy Programme and enhancing efficiency without compromising on the authenticity or integrity of academic credentials.

 

Key Milestones in Education UAE

Ahmad Ibrahim Alsaadi, Acting Assistant Undersecretary for the Higher Education Operations Sector at MoHESR, described this development as a landmark step to support student mobility and career readiness. The updated framework has already shown results during a successful pilot:

  • Recognised qualifications increased from 5,780 to 12,180

  • Declined recognition requests dropped from 8.3% to 3.5%

The process is now more flexible, efficient, and integrated with local scholarship bodies, allowing smoother academic validation across various specialisations and institutions.

 

Enhanced Digital Services and Career Pathways

In addition to simplifying the document process, MoHESR is rolling out advanced digital services to accompany students from admission through to employment or postgraduate studies. This includes seamless digital integration, ensuring education in the UAE remains aligned with global best practices.
